At an unknown time prior to the events of "Game of Horns", Utgard the Unfair (most likely the chief of Huttsgalor at the time) wrote the rules for the Game of Horns, a competition meant to test the abilities of Vikings that wish to receive the title of Chief of Huttsgalor.
