Description
An Elder Huddle is a decision-making meeting of high-ranking individuals from one or more tribes. The members consist of the tribe's chief as well as senior or high-ranking warriors, or those that hold a high position in the Tribe. Due to its informal nature, an Elder Huddle can be convened anywhere to pass judgment or make a decision that effects the Tribe or Tribes involved.
How to Train Your Dragon describes an Elder Huddle as looking like a "rugby scrum".

None of the boys of the Hairy Hooligan Tribe or the Meathead Tribe are able to gain control of their dragons. This fiasco leads to an Elder Huddle comprising of Stoick the Vast, Mogadon the Meathead, Terrible Tuffnut, the Vicious Twins, Gobber the Belch, the Hairy Scary Librarian, and possibly a few other unnamed individuals.
